However, it wasn\u2019t until 1847 that the residents elected their first mayor. At that time, the municipal leader was chosen for a one-year term, which was hardly enough time to implement significant changes for the city\u2019s benefit.<\/p>\n\n\n\n<p>In 1847, John Scott was elected as Bytown\u2019s first mayor. A seasoned lawyer, he understood the needs of the community, knew how to represent their interests, and was committed to their protection. Despite serving only a short term, he remained involved in politics and was re-elected as mayor in 1850. Like his predecessor, he was a successful lawyer. Deeply concerned about the future of the Ottawa Valley, he served as mayor twice\u2014first elected as Bytown\u2019s mayor in 1848 and later as the first mayor of Ottawa in 1855. Lewis dedicated his life to the city&#8217;s development and tirelessly advocated for the interests of its residents.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"A_Woman_Leading_the_City\"><\/span>A Woman Leading the City<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/cdn.ottawayes.com\/wp-content\/uploads\/sites\/33\/2025\/02\/ad_4nxdj6ftseqwt7fkz89fxmbe0ddehrvdize6owntepmoemjatmef_m3nyeruqinn031s5ayhh9usarf0sxpkr1_5zqnkz1shqbth4ikinyfrpabe0lezpd_s-_py8ac6p2n8ishubkwkey3hn-fc0gq1lx4u5xfjzscdvp.png\" alt=\"\" \/><\/figure>\n\n\n\n<p>Charlotte Whitton may have appeared delicate, but she possessed a strong will and an unyielding drive to improve her city.<\/p>\n\n\n\n<p>Before becoming mayor, she worked as a social worker and academic writer. She was also the founder of the Child Welfare Council.<\/p>\n\n\n\n<p>Whitton entered politics in 1950 when she ran for the presidency of Canada. Though she lost the election, she secured a position on the Board of Control. The following year, after the sudden passing of Ottawa\u2019s mayor, Grenville Goodwin, she stepped into the role. A staunch monarchist, Whitton presided over several royal visits to Ottawa during her tenure. In 1951, Princess Elizabeth and Prince Philip visited the city, and in 1953, Whitton attended Queen Elizabeth II\u2019s coronation. These were pivotal historical moments for Ottawa, made possible by Mayor Whitton.<\/p>\n\n\n\n<p>Whitton was also Ottawa\u2019s first female mayor, serving from 1951 to 1964. She was known for her bold personality and fiery temperament, which frequently led to clashes with Ottawa\u2019s city council. Her strong character made political negotiations challenging, and her relationships with other high-ranking officials were often strained.<\/p>\n\n\n\n<p>However, despite her contentious nature, Whitton achieved several significant milestones that contributed to Ottawa\u2019s growth. During her tenure:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Construction began on Ottawa\u2019s new city hall on Green Island;<\/li>\n\n\n\n<li>Numerous modern housing developments were built;<\/li>\n\n\n\n<li>The city\u2019s old hospital was converted into a long-term care facility for seniors;<\/li>\n\n\n\n<li>Government grants boosted Ottawa\u2019s budget, allowing for increased investment in urban development.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Mayor_of_Ottawa_Stanley_Lewis\"><\/span>Mayor of Ottawa: Stanley Lewis<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/cdn.ottawayes.com\/wp-content\/uploads\/sites\/33\/2025\/02\/ad_4nxc-dyrxv0kjqcgi7xfqkj5tximql1j4zt6df4om1ofibby1hmrxgler_dzkhk7enk66gbwhulwg1sd1m3ws2e8crpuzwure-k4xpko-zfz5cznvm8nhj3jn80mpmdgmcwpqumwf9wkey3hn-fc0gq1lx4u5xfjzscdvp.png\" alt=\"\" \/><\/figure>\n\n\n\n<p>Stanley Lewis served as Ottawa\u2019s mayor from 1936 to 1948. Before assuming office, he worked as an alderman and later as a controller. In 1932, he lost his controller position but regained it a year later.<\/p>\n\n\n\n<p>Several landmark events took place during his tenure, including a visit from King George VI and Queen Elizabeth and his attendance at the king\u2019s coronation in 1937. In 1941, Lewis was awarded an honorary degree from the University of Ottawa.<\/p>\n\n\n\n<p>After retiring from politics, he devoted the remainder of his life to philanthropy.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_English_Mayor\"><\/span>The English Mayor<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/cdn.ottawayes.com\/wp-content\/uploads\/sites\/33\/2025\/02\/ad_4nxcqp6dbbblo85ecbqmyjb-4xjj3ad-hedlfze414-3t-lgcoa6jvfekhc0p1ngo__wkdjvpr_a0z06epxqs46ixn_3mshp4uxaqsczib0wlkd7vscehsl3y1z0slra5euab38tyfwkey3hn-fc0gq1lx4u5xfjzscdvp.png\" alt=\"\" \/><\/figure>\n\n\n\n<p>George Nelms was born in Oxford, England, and immigrated to Canada in 1912. He pursued education in optics and later founded George H. Nelms Opticians.<\/p>\n\n\n\n<p>Like many of Ottawa\u2019s mayors, Nelms was a member of the Board of Control before becoming mayor. He served from 1956 to 1960, during which several major infrastructure projects were completed:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The construction of the Queensway highway;<\/li>\n\n\n\n<li>The building of Ottawa\u2019s new city hall;<\/li>\n\n\n\n<li>The establishment of the Britannia Filtration Plant;<\/li>\n\n\n\n<li>The completion of the Macdonald-Cartier Bridge.<\/li>\n<\/ul>\n\n\n\n<p>During his tenure, Ottawa hosted important royal visits, including one from Queen Elizabeth II and Prince Philip, who attended the groundbreaking ceremony for the Queensway.<\/p>\n\n\n\n<p>Despite his successes, Nelms&#8217; mayoralty was not without controversy. Like many of his predecessors, he started his political career on the Board of Control, where he worked from 1936 until his election as mayor.<\/p>\n\n\n\n<p>Although his tenure lasted only two years, Bourke managed to accomplish several key initiatives for the city. Among them:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The annexation of large areas of Gloucester and Nepean into Ottawa;<\/li>\n\n\n\n<li>Securing municipal funding for the construction of the Mackenzie King Bridge;<\/li>\n\n\n\n<li>Overseeing and ensuring the completion of various city improvement projects.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"A_Legacy_of_Leadership_in_Ottawa\"><\/span>A Legacy of Leadership in Ottawa<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Between 1847 and 1854, Bytown elected a new mayor annually, with a total of eight individuals holding office during this period. When Bytown was renamed Ottawa and officially became a city in 1855, it saw a succession of 62 mayors between then and 2001.
